Robert Baden-Powell, the founder of scouting, created the Cub Scout section for children from 7-11, he used the The Jungle Book by Rudyard Kipling as the symbolic framework for cubs.
Without orders, without loyalty and commitment, without clear goals to reach and without the will to reach them there is no way of being free, there is only chaos, like the bandar-log...Through solidarity with the pack and keeping the law, little Mowgli learns to be free among the wolf people. The wisdom and goodness of the old wolves teach him to distinguish which examples are worthy of imitation. Baloo, the bear, represents wisdom, decency, goodness, strictness. Baloo teaches Mowgli how to be a good friend.
